Background

The owner had started construction using a locally appointed contractor without continuous professional engineering and project-management support. As work progressed, site decisions were being made without sufficient coordination and the owner had limited visibility of completed quantities, pending work, variations and likely cost-to-complete.

By the time professional support was sought, the priority was not simply to accelerate the work. The project first needed a reliable technical and commercial baseline.

Problems Identified

  • Drawings, details and site decisions had not always been coordinated before execution.
  • Changes were being discussed or implemented without a consistent variation and cost-impact process.
  • Some work required engineering review and corrective action because quality / detailing expectations were not consistently controlled.
  • Material ordering and consumption were not sufficiently linked to measured quantities and a controlled plan.
  • Progress payments and physical progress needed clearer measurement and milestone visibility.
  • There was no consolidated baseline programme identifying completed, delayed and upcoming activities.
  • The owner did not have one reliable view of committed cost, pending scope and likely cost-to-complete.
  • Too much communication was verbal, making responsibilities, approvals and follow-up difficult to trace.

R-ELEMENTS Intervention

The project was stabilised by first establishing what had been completed, what needed attention and what remained. Technical review and commercial control were then brought together so that construction decisions could be made against the same documented project status.

  • Carried out a site-condition and completed-work review.
  • Reviewed available architectural and structural drawings and identified information gaps requiring clarification.
  • Created a pending-work, defect / concern and action register.
  • Established a clearer BOQ / quantity basis and a cost-to-complete view using the information available.
  • Introduced a recovery programme with short-term look-ahead planning.
  • Established inspection / hold points for critical structural and civil activities.
  • Moved important instructions, RFIs, approvals and actions into a written tracking process.
  • Introduced measurement and payment review appropriate to the management scope.
  • Tracked variations so that scope, time and cost implications were visible before approval wherever practical.
  • Coordinated client, contractor and design inputs through periodic progress review and reporting.

Outcome

The intervention created a clearer basis for completing the remaining work: responsibilities were documented, quality issues could be prioritised before they propagated, pending cost became more visible and progress could be measured against an agreed plan rather than informal expectations.

The value of the recovery process was control—not an exaggerated claim of instant savings. The owner gained better technical visibility, a more structured commercial picture and a practical basis for monitoring the remaining construction.

Key Lesson for Building Owners

Selecting a contractor is only one part of successful project delivery. Drawings, specifications, workmanship checks, measurements, variations, programme and payments also need professional control. Early engineering and construction-management input can be modest compared with the cost of repeated work, uncontrolled changes and decisions made without adequate technical information.
